safe system approach

A way of designing roads, vehicles and speed limits on the assumption that people will make mistakes, so that the forces in a crash stay within what a human body can survive.

The safe system approach is a way of designing road networks that starts from an assumption most road safety messaging avoids: people will always make mistakes, and some of those mistakes will end in a crash. Rather than treating error as something to be eliminated by telling drivers to be careful, it sets out to make sure that when a crash does happen, the forces involved stay below what a human body can survive. Design, not only behaviour, becomes the thing that decides whether a collision is fatal, which is why the approach reaches into road layout, vehicle standards and the setting of speed limits.

The World Health Organization describes it as promoting safer roads, infrastructure, vehicles, speed limits and regulations that account for human error and ensure that crash impacts remain within survivable levels. Its fact sheet on road traffic injuries puts the same idea as taking account of people's vulnerability to serious injury and recognising that the system should be designed to accommodate human error. It is the framework behind the United Nations target of halving road deaths and serious injuries by 2030 against 2021 levels, and the Progress Declaration adopted by the General Assembly in July 2026 commits governments to implementing it.
